Medical University of Silesia has begun the operation for obtaining the prestigious logo HR Excellence in Research

ABOUT LOGO HR

Granting logo is one of the activities of the European Commission (EC)  in the framework of the Human Resources Strategy for Researchers focused on improving the attractiveness of researchers’ working conditions . These activities are expected to contribute to increase the number of academic staff of the European institutions.

In order to receive Logo  the University has to implement principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers to its internal regulations, ensuring a pleasant working environment for scientific and transparent rules of recruitment.

The European Commission supports the institutions implementing the principles of the Charter and the Code by organizing meetings and discussions with the institutions involved. In addition, EC promotes such institutions among international organizations and scientists as those that provide the best scientists working conditions and development.

Receiving the HR Excellence in Research Award provides a number of benefits, including:

• significantly increasing the attractiveness of employment at our University by creating a researcher-friendly working environment and ensuring transparent recruitment procedures;
• promoting the University in international research funding competitions organised by the European Commission, including the European Union’s Framework Programmes for Research and Innovation;
• promoting the University in national research funding competitions organised by the National Science Centre and the National Centre for Research and Development, as well as in competitions and programmes of the Ministry of Science and Higher Education;
• the opportunity to publish job vacancies on EURAXESS, the European platform for researchers.

Granting the HR Excellence in Research Award is one of the European Commission’s activities within the Human Resources Strategy for Researchers (HRS4R), aimed at increasing the attractiveness of researchers’ working conditions. These activities are intended to contribute to increasing the number of researchers working at European institutions.

The European Commission supports institutions implementing the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers by organising meetings and discussions with the institutions involved. In addition, it promotes these institutions among international organisations and researchers as organisations that provide excellent working and professional development conditions.

In 2005, the European Commission adopted the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. These documents described the rights and obligations applicable to both researchers and the institutions employing them. Both documents emphasised the need to create good and stable working conditions for researchers at every stage of their careers.

The European Charter for Researchers established general principles and requirements specifying the roles, responsibilities and entitlements of researchers, as well as those of their employers and/or funders. The aim of the Charter was to ensure that the relationship between researchers and their employers fostered positive outcomes in the creation, transfer, sharing and dissemination of knowledge and technological development, while also supporting researchers’ career development.

The Code of Conduct for the Recruitment of Researchers set out general principles and requirements that employers and/or funders should follow when appointing and recruiting researchers. These principles and requirements were intended to ensure transparency in the recruitment process and equal treatment of all candidates, particularly with a view to developing an attractive, open and sustainable European labour market for researchers.

On 29 December 2023, the Council Recommendation of 18 December 2023 on a European framework to attract and retain research, innovation and entrepreneurial talents in Europe (C/2023/1640) was published in the Official Journal of the European Union.

The Recommendation replaced the previous European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers and introduced an updated European Charter for Researchers, included in Annex II to the Recommendation.

To implement the European Charter for Research and the Code of Conduct for the Recruitment of Research, and preparing the application for obtaining the Logo HR Excellence in Research, Rector of Medical University of Silesia appointed the Team for HR Execellence in Research (order no. 60/2016 dated 13th of May 2016).

On 30th of July 2015, the Rector of the Medical University of Silesia in Katowice signed the Declaration of Support for the “European Charter for Researchers” and the “Code of Conduct for the Recruitment of Researchers”, thus expressing the will to fully implement the provisions of the Charter and the Code into the University’s internal regulations.

HR Strategy of Medical University of Silesia in Katowice, SUM is based on the analysis of the functioning of Medical University of Silesia in Katowice with the provisions of the „European Charter for Researchers ” and ” Code of Conduct for the Recruitment of Researchers ” , in order to set the directions of activities leading to the full implementation of the provisions of the Charter and Code in the internal politics of the University.

Internal analysis aimed to compare existing at the University procedures and practices to the European Charter for Researchers and Code of Conduct for Recruitment of Reseach was conducted by Team for the HR Excellence in Research Logo appointed by Order No. 60/2016 dated on 13 May 2016.

In order to conduct a reliable assessment, the HR Excellence in Research Team decided to carry out a survey to evaluate the consistency of the University’s practices with the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. An anonymous questionnaire was addressed to all researchers and doctoral students.

The questions were designed in such a way that, if respondents identified any inconsistencies between the University’s practices and the principles of the Charter and the Code, they could propose changes, including the actions necessary to address them.

The survey questions were based on each of the 40 principles set out in the European Charter for Researchers, together with four additional open-ended questions allowing respondents to express their opinions on the consistency between the principles and practices implemented at the Medical University of Silesia and each of the four areas covered by the Charter and the Code.

The survey received responses from 392 respondents, including 129 doctoral students (D), 47 early-stage researchers (MN), and 216 researchers (N).
